This is a refillable butane "siggeret" lighter with a twist: a piezoelectric ignitor. Say goodbye to toliets...er...uh...SAY GOODBYE TO FLINTS!!!
It comes in a two-toned blue plastic body. One part of the body is opaque (a small body component near the top of the unit); the other is transparent with a slight but noticeable blue tint to it.
{Another one that I obtained a few weeks ago is a moss green with a slight but noticeable green tint to the transparent part of its body.}
Even though it looks a lot like a disposable lighter, it can be refilled with butane from an aerosol bomb when it poops out -- no need to throw it in the dustbin (garbage can).

This lighter comes ready to use as soon as you receive it.
Firmly depress and hold down the large semicircular button on the top of the unit until you hear a loud click (this is also accompanied by a very noticeable tactile sensation) to light the lighter and produce a flame. Release this button to extinguish the lighter.
To refill this lighter with butane, hold the lighter upside-down, and insert the nozzle of the butane canister into the hole provided for it. Use one of the nozzle tip adapters provided with the butane if the nozzle does not fit. Gently pump the canister up and down several times, observing the fill level by looking at the transparent fuel tank of the lighter, and pull off the butane canister when the tank is nearly full. It is perfectly normal for a small amount of butane to spray back from the valve on the lighter when you pump the canister and when you remove the canister when the lighter is full.
I haven't refuled a butane "siggeret" "lyter" in many years, so I'm kinda flying by the seat of my pants here.

Video on YourTube that shows how the partitioned fuel tank in this lighter has an opening at the partition's base to distribute the butane equally among both chambers regardless of how the lighter was tipped beforehand; disposable cigarrette lighters with a dual-chamber fuel tank do not have this opening.
